Customer Self Service Online Portal

To apply online you must first register on the Customer Self Service Online Portal. Follow the prompts and set-up your user information. If your email address is already connected to a contact that is in use with the City, make sure that the information that populates is correct and move forward with connecting your profile with the contact information that already exists in the system. If for any reason the name that appears is not you, please call (805) 583-6723 and speak to a Building and Safety staff member to help resolve the issue. If you have questions about Home Occupation Permits, please call the Planning Division at (805) 583-6769.

For your convenience we have a step by step guide to help you through the online submittal process.

All permit submittals require a Construction Permit Declaration or Property Owner's Package. If you are the contractor pulling the permit you must fill out the Construction Permit Declaration. If you are a homeowner and would like to pull the permit for your home, please fill out the Property Owner's Package. Be sure to only fill out the portions that pertain to you.

Please be sure to check your email inbox for updates on your permit application, invoices, plan check, or correspondence from your counter staff.

If your project requires plan review, be sure to submit one pdf file that contains your full set of plans and separate files for other construction documents.

All contractors planning on pulling new roof mounted solar permits must now apply through SolarAPP+

If you are pulling a solar permit as Owner Builder call the main Building and Safety line (805) 583-6723 before applying.

Timeline for Permit Applications

Residential reroof review is 2-3 days. If you are installing brand new roof tile please include the ICC report under the attachments.

Residential bathroom and kitchen remodels that do not have a structural component will take up to one week to review.

Residential mechanical permit, to include HVAC, FAU, AC, duct work, coil, condenser, etc., review is 2-3 days.

All residential and commercial construction that requires plan review will initially be reviewed by counter staff, which may take up to 5 to 10 business days. When your submittal is deemed suitable for plan check, you will receive an email with a link to pay your plan check fees, once paid your plans will be put into plan check. Plan check can take 20 to 25 working days and is the same for resubmittals. When all conditions have been met and plans are approved, the applicant will receive an invoice. When paid it could take up to 3 business days for the permit to be issued.
