The City of Simi Valley receives Community Development Block Grant (CDBG) funds from the U.S. Department of Housing and Urban Development (HUD) every year. These funds are set aside to assist the City in meeting its housing and community development needs, to ensure decent affordable housing, provide services to the most vulnerable, and tackle serious social challenges facing our community.

To help assess the City’s affordable housing and community development needs, the City adopts its five-year Consolidated Plan which outlines the community’s funding priorities according to need and market conditions. The most recent Consolidated Plan was adopted by the City Council on June 29, 2020.

How the Application Process Works

To obtain CDBG funds, local non-profit organizations and City-sponsored programs that provide services directly to low- and moderate-income Simi Valley residents and beyond must participate in a competitive process.

While these funds cannot be accessed directly by individuals, the process is open to the public. The grant cycle usually begins during fall, with an Application Workshop. Open to all interested parties, workshop attendance is required for applicants seeking grant funds. Public hearings to consider the funding requests then take place during the spring.

Preparation of awarded contracts takes place during the summer, usually in July. All projects and programs to be carried out in a fiscal year are identified in the Annual Action Plan, which is consistent with the City’s adopted Consolidated Plan. The results of this process—including performance outcomes—are documented in the Consolidated Annual Performance and Evaluation Report (CAPER) and submitted to the U.S. Department of Housing and Urban Development (HUD) each September.
